To get down to New york Paz, it is probably best to follow the autopista (motorway), as it has a broad shoulder on both sides (watch out for the particular holes). Traffic on the autopista may be heavy, but the shoulder isn't used, except by the public transport. Many other routes are possible, but some streets can be extremely extreme. Check your brakes!
