He said the agreement was “superimposed” by the US and lacked “common sense.” Even if one country decides not to sign on, there cannot be an agreement.Obama announced, before jetting out of Copenhagen, that the US, China, Brazil, India and South Africa had “agreed to set a mitigation target to limit warming to no more than two degrees Celsius and, importantly, to take action to meet this objective”.Lumumba Stanislaus-Kaw Di-Aping said that was against clear science and would result in an even greater threat of climate change.While Obama gripped the world’s attention as somehow having saved Copenhagen, many other countries did not know what he was talking about and in fact the “Copenhagen Accord” was leaked to the media even before some countries saw it.Many developing countries have joined in condemning the accord as having been reached in the absence of transparency.The Accord includes an assurance to pay countries for saving forests – a cold comfort perhaps for President Bharrat Jagdeo.Obama was clear that the agreement was not legally binding, but said the 193 parties to the United Nations Convention on Climate Change (UNFCCC) would still work towards achieving that. There was talk that this could happen in Mexico next year, but even that is in doubt, and so a legally binding agreement seems negotiations upon negotiations away.The “Copenhagen Accord” recognizes the crucial role of reducing emission from deforestation and forest degradation (REDD) and provides for the setting up of a REDD mechanism to mobilize resources from rich countries; but no specifics.President Jagdeo was a lead proponent for REDD,Nike Tns Wholesale, but did not make himself available for comment to Kaieteur News.The summit has ended without any clear commitment of funding for developing countries to cope with climate change or with any agreement to cut emissions of greenhouse gases, like carbon dioxide, generated form industries, which pollutes the atmosphere and causes climate change.The proposal was for US$30 billion over the next three years.  Commitments to meet this amount have only come from the US, Japan and the European Union,Jordan Shoes For Sale, falling short by at least US$5 billion.As a result, Ambassador Lumumba Stanislaus-Kaw Di-Aping, said the only thing that is assured is US$10 billion for 2010 and that might have lured some poor countries to accept the agreement.He said the pledge of US$100 billion a year by 2020 was not assured.Early in the day,Undefeated Air Max 97 Australia, Guyana’s neighbour,Air Max 97 Silver Bullet 2018, Brazil, was angry. Chavez said if the climate were a bank, it would have been saved already, referring to the billions of dollars the US found to pump into banks during the financial crisis.Obama arrived in Copenhagen early in the morning, and delivered a disappointing speech. He came with nothing new.After two weeks of negotiations and no clear agreement on the way, Brazil was blunt that Obama was no angel or wise man.The leaders here, including Jagdeo, were looking to the US and China to help move the process forward.But Obama repeated the same old story. The US will stick to the target of cutting greenhouse gas emissions by 17 percent by the year 2020. That’s just not enough to help the process. Compared to greenhouse gas emissions by the US 20 years ago, that’s just a difference of  about four percent.The European Union said it was willing to cut emissions by as much as 30 per cent of 1990 levels if the US and China would agree to do more.But China, which is the world’s biggest polluter, also failed to step up. Chinese Premier Wen Jiabao also repeated existing targets.The Accord Obama spoke of contains an appendix of commitments by countries to reduce emissions and states what targets they have set themselves. But again, that is not legal, and in fact Obama joked that even though the existing Kyoto Protocol is legally binding it has not been adhered to.The US was not part of the Kyoto Protocol and Obama was clear whatever he decided on with a few other countries would not be legally binding on the US either.
