-Party claims GECOM standoff costing tax payers $7MChairman of the Guyana Elections Commission (GECOM), Dr. Steve Surujbally, has used his vote to stop a motion from People’s Progressive Party (PPP) Commissioners, in its tracks.GECOM Commissioner, Dr. Steve SurujballyThe motion was intended to withdraw the Commission’s efforts to strike out the party’s election petition, which was filed in the High Court.This action has drawn the ire of the PPP,Jerseys NFL China, with PPP Commissioners, Robeson Benn, Bibi Shadick and Sase Gunraj coming out swinging during a press conference at Freedom House yesterday.The party has never fully accepted the results of the May 11 General and Regional Elections, which saw the party being booted out of office after 23 years in power. On June 23, it filed an election petition which questioned the validity of the polls. The petition was filed on behalf of PPP member Ganga Persaud and had named Chief Elections Officer, Keith Lowenfield, and the leaders of the eight contesting political parties.The petition had claimed that the elections were not held in conformity with the constitution of Guyana and the Representation of the People’s Act, Chapter 1:03.In a counter move, however, Attorney-at-Law Roysdale Forde filed a summons in the High Court on behalf of Lowenfield. The summons had requested that the elections petition be struck out on the grounds that sections of the petition did not disclose reasonable cause of action and were frivolous and vexatious.It is this summons that Benn had moved a motion against, instructing that it be withdrawn. This motion was moved on November 24, during a statutory meeting and seconded by Shadick.“This action by GECOM, in our view, serves to confirm that GECOM is unwilling to open up itself to public scrutiny by way of a Court process,” Benn said yesterday. “And (it) is, therefore, unable, as it continues to operate, to deliver free, fair, transparent elections to the people of Guyana, as it is mandated by law.”The PPP Commissioners, from left: Sase Gunraj, Robeson Benn and Bibi Shadick.He went on to denounce Surujbally for using his vote against the motion and questioned his motives. Benn also stated that it did not augur well for the upcoming Local Government Elections (LGE).The party also expressed concern about the costs being incurred to GECOM, while it has been trying to quash the elections petition. Benn, who was accompanied by the other GECOM Commissioners representing PPP- Sase Gunraj and Bibi Shadick- pegged the legal fees at almost $7M.Efforts to contact GECOM Commissioner Dr. Steve Surujbally for clarification on the legal fees were futile.The PPP had claimed that the entire electoral process was flawed. It had stated that the process contained many procedural errors and instances of fraudulent and/or suspicious actions.“Unrest, fake Statements of Poll (SOPs) and multiple voting were among several causes cited when the PPP/C filed its elections petition.”The presence of “huge mobs” at several polling stations and other strategic places, particularly in Region Four, were also cited by the party as another cause for intimidation and fear which in turn “rendered it impossible for polling and counting agents, duly appointed candidates to carry out their duties and functions properly.However, based on a request by the party for further and better particulars, Attorney -at –law, Anil Nandlall, filed an affidavit in response.The motion the PPP moved, which has been negated by Surujbally’s vote.
