– Unions want further negotiations to end by June 30Strike action at the University of Guyana (UG) has been officially called off.  This long-awaited development has been the direct result of the signing of an agreement yesterday between the University Unions –Workers in striking mode recentlythe University of Guyana Senior Staff Association (UGSSA) and the University of Guyana Workers Union (UGWU) – and the University’s Administration.In a statement issued yesterday, the Unions announced that all forms of industrial action at the tertiary institution have been called off. It added that staff members should fully resume duties as of 07:00 hours today (March 3, 2015).The Unions have outlined that the cessation of industrial action follows the signing of two agreements with the UG Administration yesterday. “The first agreement details the terms under which our members will return to work.  The second outlines a 10 per cent interim pay offer effective January 1, 2015.”  Both agreements were publicly circulated.The signing of these documents represents the end of a very protracted period of industrial unrest that ultimately resulted in a virtual standstill at UG.And according to the Unions, “We feel vindicated in the results of the action that we have taken.  As we have maintained from the beginning, we were forced to first sit-in and then to strike as a result of a series of events.”According to President of the UGSSA, Dr. Mellissa Ifill, in an invited comment yesterday, while the workers will return to work based on an interim agreement, “we don’t expect that this is the final agreement; we intend to press for further increase.”When asked if a timeline has been stipulated by which further negotiations must be completed, Dr Ifill disclosed that the Unions have identified June 30, 2015. She went on to intimate to this publication that “if we have not arrived at an agreement by that point, we will return to the Ministry of Labour for Conciliation for seven days and if that process is unsuccessful, we have agreed that we will go the route of arbitration.”The University Administration has long made it clear that it is unable to pay the 60 per cent salary increase to workers. This level of increase was initially demanded by the Unions. The University had in fact offered workers a five per cent increase for this year and 10 per cent per the following two years. This was rejected by the Unions on behalf of the workers resulting in a subsequent demand of a 25 per cent increase for the three years under consideration.The response from the University was characterized by Vice Chancellor, Jacob Opadeyi, withdrawing the University’s offer but demanding that workers resume work before negotiations continue.But although from all indications the two sides – Unions and Administration – have been able to resolve their differences and are ready to head back to the negotiating table, Dr Ifill noted that deriving a suitable salary increase will be dependent on a move by the University to unveil its financial status.She said that the University had since last December promised to share such information with the Unions but had failed to do so. “We haven’t got it, but based on the financials we had seen prior to that,China Jerseys NFL Wholesale, we believe that the University can find some source of funding…we have to see what the University’s books look like,” insisted Dr Ifill.She continued, “At the same time, we recognise that the University is heavily funded by the State, and so we believe that the State has to play a role in funding any increase for staff at the University of Guyana.“We have to see what kind of monies (the University) has in various (bank) accounts, etc, and from where we can finance an increase…We will have to ask that the Administration advocate on our behalf and push for a substantive settlement in terms of a percentage increase,” added Dr Ifill.Strike action at the University of Guyana resulted from a collapse in negotiations between the UG Administration and the UGSSA/UGWU on salary and non-salary benefits. This was characterized by the cancellation of the negotiation meeting scheduled for January 15, 2015 by the University of Guyana Council on January 14, 2015.Another issue of concern to the Unions was a workload policy imposed on the workers without any attempt to get the input of the academic community and the UGSSA.
