The need to include a 20 percent increased remuneration package for municipal workers has caused yet another delay in the presentation of the 2010 budget for the Mayor and City Council. According to Deputy Mayor and Chairman of the Finance Committee, Robert Williams, both unions – the Guyana Local Government Workers Union and the Guyana Labour Union – which represent the workers of the Council have requested a 20 percent increase for workers, thus the municipality has found it needful to consider this request.Deputy Mayor, Robert WilliamsAnd as is customary since the formation of the budget, there is need for the request to be brought before the Municipal Implementation Committee, which is chaired by Keith Burrowes, before it could be drafted into the current proposed budget.In addition, Williams revealed that deliberations at the level of the Implementation Committee will include the need for outlining a payment formula, which the municipality could utilise to pay monies owed to the Guyana Power and Light Incorporated. And only after these deliberations are concluded and a determination is made will the move be made again to bring the proposed budget before full Council for approval and subsequent unveiling.Last month, Williams had revealed that the deliberations surrounding the budget were completed thus the way was cleared for it to be brought to the attention of Council. He had even revealed his intent to present the budget last week.However, guided by the recommendations detailed in the Burrowes report, Williams said that the Municipality is poised to ensure that the municipal expenditure this year is reflective of its revenue.In essence, it is anticipated that City Hall will be able to fulfil its mandate with sufficient funds.This, he said, will be made possible through a process of analysis which will be sustained year-round in the quest to ensure that there is a steady revenue collection flow to address the core activities the Council is tasked with undertaking.According to Williams, while the budget this year may not significantly surpass that of last year, it will focus more on engaging measures that will improve the current state of the municipality. He revealed that the budget will have major emphasis on improving the municipality’s delivery of service to the citizens of Georgetown.For this reason, he underscored that efforts will be made to target solid waste management as one of the crucial areas to be addressed this year.He related that the municipality in collaboration with the Ministry of Local Government and Regional Development will work toward ensuring that the Le Repentir Dump Site will be closed by July, thus allowing the new site at Haags Bosch to commence operation. And Williams is confident that this course of action will undoubtedly help to improve the current state of solid waste management in the city.But the municipality will not only address the dumpsite situation but rather the problem of littering city-wide with the support of its enforcement arm – the Constabulary. According to Williams, the municipality will not allow its efforts to improve the state of the city to be compromised by ‘litter-bugs’. Persons found littering will in fact feel the brunt of the law,Air Max 97, Williams warned. In curbing the littering situation, the municipality will by extension be able to maintain the city’s drainage system, which has proven to be a challenge over the years.Meanwhile, Burrowes at a recent forum disclosed that once the budget is finalised and circulated it will help to identify tangible qualitative and quantitative indicators which could be reflected on and measured. He highlighted that the way in which the budget was done in previous years revolves around the anticipated resources that are available. However, he asserted that the approach this year is a little different as benchmarks will be set as it relates to statutory requirements.
