Report finds 280 cases of duplicationThe Guyana Elections Commission (GECOM) is currently treating with the report on the Fingerprint Cross Matching (FCM) exercise, which was undertaken to check whether duplicate registration transactions took place during the 2008 House-to-House Registration exercise.The FCM exercise involved the cross matching of the fingerprints of 430,Deion Jones Falcons Jersey,746 persons, who were registered during the 2008 House-to-House Registration exercise, against each other. The latter category is classified as ‘suspected’ because the fingerprints were not of the desired quality to facilitate adequate cross matching.According to GECOM’s Public Relations Officer, Vishnu Persaud, upon receipt of the report of the FCM exercise, the Commission’s Secretariat immediately commenced internal investigations of the 280 cases of ‘genuine’ duplicates and the 84 ‘suspected’ duplicates.This was done to determine why the duplicate transactions occurred. The investigations involved referring to the originals of the respective Application for Registration forms, and the relevant source documents which were used in support of the applications for registration.The investigations involved the conduct of statistical analyses of both of the reported categories of duplicate registrations.The statistical analysis of the “genuine” duplicate registrations found that 227 of the reported 280 ‘genuine’ duplicate registrations were confirmed internally as involving the same registrant,Chile Jersey, while 50 have been confirmed as involving two ‘different individuals.’Three of the reported 280 duplicate registrations could not be confirmed via examination of the respective RO1 Forms and the relevant source documents.These will be further investigated by the respective applicants being summoned to appear in person before GECOM Officials to determine the validity of the transactions. 132 of the reported 280 duplicate registrations were from different Registration Areas and 15 were of different addresses.The 63 of the 280 duplicate registrations were from different Registration Divisions, while 20 were of different biographic data.Of the reported 84 “suspected” duplicate registrations 57 have been confirmed internally as involving the same registrant, and 53 of the reported 84 duplicate registrations were found to be from different Registration Areas.Ten of the reported 84 duplicate registrations were from different Registration Divisions, 2 were of different addresses,Bobby Doerr Jersey, eleven are of different bio data,http://www.soccerpro.us.com/Argentina/, and 24 of the reported 84 duplicate registrations are associated with different individuals. One of the 84 duplicate registrations could not be confirmed via examination of the respective RO1 Forms and the relevant source documents.This too will have to be further investigated by the respective applicants being summoned to appear in person before GECOM officials to determine the validity of the transaction.According to Persaud, the findings of the statistical analyses were presented to the Commission and were discussed at the GECOM Statutory Meeting held on March 24, 2009, with the objective of bringing the new National Register of Registrants Database (NRRDB) to finality.The failure by persons who are summoned in cases of duplicate registrations to present themselves as summoned will result in the transactions being cancelled.Persons affected as a result of such action(s) will have to reapply for registration during a future Cycle of Continuous Registration or during the mandatory Claims and Objections exercise associated with an election, providing they meet the eligibility requirements.A list of persons whose transactions are to be cancelled because of their involvement in duplicate registrations must be submitted to the Commission. Accordingly, the transactions of persons associated with any of the categories of duplicate registrations will not be deleted without the approval of the Commission.The particulars of persons whose transactions have been cancelled will be published in the print media after the cancellations would have been made.The fingerprints of those persons who are listed among the ‘suspected’ must be retaken. These will be submitted, along with the fingerprints of new registrants, to be checked during the next FCM exercise.The Commission is convinced that the implementation of the above directives will lead to the realization of an unquestionable NRRDB. This would be subject to being updated via Claims and Objections exercises and future Cycles of Continuous Registration and could be used as the basis for the preparation of Voters’ Lists for future elections.Commenting on the number of ‘genuine’ and ‘suspected’ duplicate registration transactions which emerged during the 2008 House-to-House Registration exercise, Dr. Steve Surujbally, Chairman of GECOM said “the occurrence of this miniscule number of duplicates from the total of 430,746 registration transactions underlined the efficiency and professionalism of the field staff”.He said that this high level of achievement would have to be credited to: the quality of the new ink pads which were procured specifically for the taking of registrants’ fingerprints; the in-depth training which was imparted to the Registration Staff; and the deep sense of commitment which was displayed at all levels of the registration process,Authentic Buffalo Bills Jersey, especially by Party Scrutineers and the staff who were integrally involved in the collection, editing and storage of registration data.Once the NRRDB is finalized, the Commission will proceed to produce and distribute new National Identification cards for all registered persons as a crucial part of the preparations for the holding of Local Government elections later this year. |
