Police Commissioner Henry Greene should resign immediately or be fired by the government, the Transparency Institute of Guyana said yesterday following an admission by Mr Greene that he had consensual sex with a woman who sought his help.“By indulging in sexual relations with a person of such obvious vulnerability, Mr. Greene abused his position and his authority.“This clearly amounts to corrupt behaviour by internationally accepted standards, under which corruption is defined as “the abuse of entrusted power for private gain,” the Institute said in a statement.Henry GreeneThe Institute is of the view that Mr. Greene is unfit to hold high or any public office and called on him to resign immediately. If this is not forthcoming, the Institute said that given the conclusion of the independent investigation by members of the Jamaican Police, “it is incumbent on the government to invoke articles 211(4) and 225 of the constitution which prescribe the procedure for the removal from office of the Commissioner for misbehavior.”The woman in the scandal has claimed she was raped, but the Commissioner has insisted that the sex was consensual. Following an investigation by local and Jamaican detectives, the Director of Public Prosecutions (DPP) recommended that Mr Greene be charged with rape. However, the Commissioner has moved to the High Court to have the DPP’s decision quashed.“Regardless of whether this sexual encounter was consensual or not, it violates the minimum standards of professionalism and integrity required of any member of law enforcement and certainly that required of the Commissioner,” the human rights watchdog said in a strongly worded statement condemning Mr Greene’s behavior. While noting that it is unclear why a potential criminal defendant should be granted an audience with the Commissioner in the first place, the Institute noted that having been granted such access, however, any relations outside of a strictly professional nature are completely unacceptable.“It poses an irreparable conflict of interest, and will inevitably taint any further proceedings by raising the appearance of bias,NFL Cheap Jerseys,” the Institute stated, adding that it is considerations of this nature that render police officers of a lower rank who commit similar transgressions liable to punishment under the Police (Discipline) Act for acting in a manner likely to bring discredit to the reputation of the police force. The Act does not apply to the Commissioner, but that doesn’t make him above the law, the Institute declared, “it simply indicates the wholly unprecedented nature of this situation and Mr. Greene’s complete lack of judgment.”The Institute said that Mr. Greene’s admissions in the case reveal egregious misconduct, as the imbalance of power is grossly disproportionate.“Mr. Greene’s conduct is unbecoming of high office and inconsistent with generally accepted standards of leadership of a disciplined service,” the Instituted posted, pointing out that Police corruption undermines the public trust and its cooperation in crime prevention, detection, and investigation.“If the police themselves are corrupt,Cheap China Jerseys, anti-corruption efforts will be profoundly undermined.“When they are tolerant of,Stitched Jerseys, complicit with, or even involved in criminal activity, they pervert their mission, becoming purveyors of insecurity rather than security,” the Institute noted,NFL Jerseys Outlet, quoting a US government document on anti-corruption and Police integrity. In December last year, a 34-year-old mother of two claimed that she was forced into a city hotel and raped by Greene. She said they first met on November 15,NFL Jerseys Cheap, 2011, when she went to meet the Top Cop to enquire about the status of an investigation regarding her.She said that in the process of the investigations, the Police had taken possession of her mobile phone and she wanted to recover the phone. The woman claimed that Greene told her to meet him on November 22 to uplift the phone and afterwards he offered her a ride home. However, she alleged that she was driven to a city hotel where the Commissioner pulled out a gun and waved it at her, causing her to be afraid. At this point, she said she reluctantly exited the vehicle after Greene made a strange demand. In a statement he made to investigators, Greene said that when the woman came to meet him at Police Headquarters on November 22 last and it was upon her insistence that they meet “socially” that they ended up at a villa and had sex.The Top Cop has claimed that he did not have a gun in his possession at the time.Last Monday Chief Justice Ian Chang ordered that the Director of Public Prosecutions (DPP) Shalimar Ali-Hack provide statements by the rape accuser and embattled Police Commissioner Henry Greene, and so show how she arrived at a decision to recommend that Greene be charged with the offence.Chief Justice Chang had ruled that an Order or Rule Nisi of Certiorari be issued and directed to the DPP quashing her advice which was given on or about February 3, 2012, to the Acting Police Commissioner of Police Leroy Brumell and Assistant Commissioner of Law Enforcement,Cheap Jerseys For Sale, Seelall Persaud, to institute rape charges against Greene. It was also ordered that Brumell and Persaud should be prohibited from charging Greene on the advice of the DPP, unless they show cause and show why the order should not be made absolute.Greene took over responsibility for the Guyana Police Force on July 24, 2006 when then Commissioner of Police Mr. Winston Felix, proceeded on pre-retirement leave. He is the ninth national of Guyana to command the Force since its establishment on July 1, 1839.Greene joined the Police Force in February 1974. |
