The complement of magistrates was further increased with the swearing- in of Attorney-at-Law, Leron Daly, and attorney at law Leslie Sobers as acting Magistrates.The two took the oath of office before Prime Minister Sam Hinds., yesterday.The Prime Minister, in brief remarks, pointed out the importance of impartiality and good judgment on the part of magistrates, which he said, serve to further strengthen the justice system.“I believe that the increasing number of people accepting to serve as Magistrates augurs well for the future. Taking this step must be commended and all efforts must be made to ensure that a good crop of persons continue to enter the magistracy.”Chief Justice, Ian Chang, stressed the importance of Magistrates not giving in to fear but rather, being able to dispense justice in a transparent and even-handed manner.“It is important to ensure that you familiarize yourself with all the relevant Legislations that will assist you in being able to exercise discretion reasonably, and dispense justice without fear or favour.”He advised that certain key obligations of a magistrate must be remembered at all times. These would include guidelines surrounding the issue of bail.“When bail is refused it is incumbent on the Magistrate to ensure that the matter is dealt with expeditiously…it is important to remember this at all times,” he said.Chief Magistrate, Priya Beharry, underscored the importance of magistrates being able to consider the matters before them soberly and to arrive at impartial decisions.The key to this, she said, is allowing God and one’s conscience to guide decisions and judgment.Ms. Daly graduated from the Hugh Wooding Law School,China Jerseys, Trinidad and Tobago, with a Legal Education Certificate (LEC) after graduating from the University of Guyana with a Bachelor of Laws Degree (Passed with Credit).She served as an Intern at the Cameron and Shepherd Attorneys-at-Law firm then later as State Counsel in the Chambers of the Director of Public Prosecutions.From March 2008 Ms. Daly has been performing the duties of Legal Officer at the Guyana Revenue Authority.
