In which these really used as bourbon barrels? The charring suggests yes (and will actually serve to make them more durable). White oak is definitely phenomenally rot resistant, whilst red oak, on the other hand, rots if you look at it funny. When they were really whiskey drums, they are probably white pecan and will last at least quite a while with no treatment whatsoever.
If you wanted to to treat them somehow you could possibly apply some sort of poly finish to your inside or treat these with melted paraffin wax, either that would be pretty inert.

Your plan to drill pockets for drainage is exactly what I might do. To keep the actual hoops in place, tack a number of nails (3 at least) beneath the each band around the staves with the barrel.

I dunno regarding paraffin. I'd go with tar, by myself. Or about nine clothes of spray polyurethane (following taking a steel brush to your entire inside).
Problem with paraffin is usually that it's not very hard, it isn't in any respect flexible, and it isn't sweaty. It would be really easy to disengage when you're filling it along with soil and putting in ones plants. Any place on any stave where that happens, you're do not protected.

I got myself some water garden inserts (coming from Lowes) for our 1/2 whiskey barrels. Make the most of Tiffany Co Nz Store one as a water backyard, and drilled drainage holes within the other for annual plantings. Been that way for Several years (and the barrels are means older than that) and there's no detectable rot in either.
