The decision frustrated some members of environmental groups.
"All the work the district does is supposed to be based on science and existing law. . This is not based on science. This is not based on existing law. It's based on politics," said Karen Ahlers, president of the Putnam County Environmental Council.
Ahlers said she and others who joined workshops where the plan was drafted were told repeatedly the agency had to meet a December 2010 deadline.
"It just seems like we put in a lot of time for nothing and now they're going to put this thing off and make it politically correct," she said.
Scott's transition team recommended large changes to the state's environmental and transportation agencies last month to be more growth friendly.
