Joyce said in a news release earlier this month that he's been told by the Department of Natural Resources that the money earmarked for the campaign is no longer available.
"When we debated this Act in the House of Assembly last spring, I voted in its favor with this funding commitment in mind. While proclaiming the Fred Perry Sydney Act was just the first step, government has completely walked away from it," Joyce said.
The new regulations state, among other things, that dogs which are kept outside for extended periods of time must be housed in insulated, elevated, weatherproof dog houses on a tether five times the length of the dog.
Joyce said that on Nov. 7 he asked Natural Resources Minister Derrick Dalley about the lack of enforcement of the new regulations and if the $50,000 would be reinstated. Joyce said his question was met "with laughter Womens Nike Heels and mockery" from government benches.
The minister's office responded to Joyce's allegations in an email statement noting that it made a commitment early in the 2012 13 fiscal year to provide a $50,000 educational grant to the SPCA, subject to the submission of an acceptable educational plan.
The SPCA was unable to provide a plan satisfactory to the provincial government in time to disburse the funds, the statement says.
As the money was intended as a one time grant to help publicize the provisions of the new Act, there was no carry over of funds into the 2013 14 fiscal year.
The statement also noted that the Air Huarache provincial government continues to work with the SPCA and Ralph Lauren Polo allocated $110,000 in the 2013 14 budget to help fund the society's operational requirement and that a recent meeting with society officials resolved the $50,000 grant issue.
SPCA president Simone Browne says the society did submit Buy Nike Air Max 90 an educational proposal Nike Huarache Triple Black within the required time frame, however, further Air Max 2014 Black discussions with government about the proposal delayed implementation.
Browne says the society was surprised to learn that the grant would not be forthcoming.
"We were back and forth chatting about our approach on the proposal but we were unaware that the money would not be there. We thought we were working towards getting a program in place. So it was a bit of a surprise to have that money not available."
Browne says that issue is now in the past. The society continues to work with government and is currently focusing on enforcement of the new regulations.
"We feel that we can get an awful lot of education and awareness from us having the enforcement capabilities, of actually having our feet on the ground to address some of the issues coming up in the Act," she says.
According to Browne, there are hundreds of reports of animal abuse Lacoste Polo Shirts Women and neglect throughout the province.
"Our key priority is to get enforcement rights under the Act. So we are going to focus all our volunteer resources and all of our discussions around the government table towards that one single topic."
Having enforcement power, she reiterated, will have a side benefit of providing awareness in the community.
"We're not going to give up on the idea of education and awareness but we are going to make sure that the bigger piece of enforcement happens as our priority," Browne says.
